What is SERMI?

SERMI stands for Security-related Repair and Maintenance Information. It’s a new European standard designed to ensure that only verified and certified professionals can access sensitive vehicle security information. This includes access to key programming, anti-theft systems, and other security-related modules.

What is a SERMI Certificate?

A SERMI certificate is a unique, personal digital credential that grants authorised access to vehicle manufacturers’ security systems. With a single, standardised registration, SERMI removes the need for multiple accreditations from individual OEMs, streamlining the process for independent repairers and specialists while ensuring a high level of trust and data protection across the industry.

Why It Matters

Once fully implemented, only SERMI-certified individuals and businesses will be able to perform diagnostics or repairs on security-related vehicle systems. Without certification, access to critical data and components will be restricted, making it essential to get certified early and stay compliant.

SERMI certification is set to become the new standard for accessing vehicle security data. This FAQ answers the most common questions about what SERMI is, who needs it, and how it will affect your business, helping you stay informed and ready for the change.

Applying for SERMI Approval

To become a SERMI Approved IO you must:

  1. Complete the online Expression of Interest form.
  2. Apply for a Basic DBS check for the IO Legal Representative and any employees to be authorised.
  3. Submit your application with:
    • DBS certificates
    • Criminal Record & Legitimate Business declarations
    • Insurance certificate
    • Evidence of business ownership & automotive activity
  4. Pay the 5-year approval fee (or monthly instalments).
  5. Verify your identity using the Digidentity app (requires a smartphone).
  6. Once approved, you will receive an Approval Certificate and your technician(s) will be issued Digital Authorisation Certificates to access manufacturer platforms.
  • You can only apply once your employer (IO) has been approved.
  • The IO submits your details to RMISC.
  • You complete and sign an IOE application form and declarations.
  • Provide:
    • A Basic DBS certificate
    • Proof of identity (passport or driving licence)
    • A signed employment contract
  • Once authorised, you will receive a digital certificate linked to your IO only.

Garage Safe Accreditation

Most of your evidence is already in place. You still need to:

  • Complete the SERMI IO application form.
  • Provide DBS checks, insurance details, and declarations.
  • Pay the 5-year approval fee.

Employees must still:

  • Complete the SERMI IOE application form.
  • Provide DBS checks, ID, and proof of employment.

Roles & Responsibilities

The individual legally responsible for the IO’s SERMI approval (also called the “main contact”).

No. SERMI access is only permitted for approved business use. Any misuse (personal access or sharing logins) will result in your authorisation being revoked.

Evidence & Compliance

Examples include:

  • Companies House registration
  • Business bank statements or utility bills
  • HMRC correspondence
  • Articles of incorporation or partnership agreements

Examples include:

  • Invoices for vehicle repairs
  • SIC code registration (45200, 45310, etc.)
  • Membership of an industry body (e.g., IGA, Trust My Garage)

You must sign a declaration confirming you do not:

  • Offer services that reduce vehicle emissions performance
  • Tamper with odometers, ECUs, or emission control systems
  • Install defeat devices or strategies

Basic DBS check (within 6 months of application). Cost: £21.50.

  • Any unspent convictions will stop your application.
  • Spent convictions relating to vehicle crime or fraud will usually prevent approval.

Not if your services negatively impact emissions compliance (e.g. ECU tampering, defeat devices).

Employees & Certification

  • Basic DBS check + self-declaration
  • Signed employment contract
  • Proof of identity (passport/driving licence)
  • Completed application form countersigned by the IO Legal Representative

Confirmation that an Independent Operator (IO) has been approved.

Confirmation that an IO Employee has been authorised to access SERMI security-related information.

Insurance & Identity Checks

Yes. Both vehicle and customer identity must be verified and recorded for all security-related repairs.

  • Check VIN against V5C logbook
  • Record keeper’s details (name, address, date of issue)
  • Keep evidence for 5 years
  • Acceptable ID: Passport, Driving Licence, or ID card
  • Record ID type and number
  • For fleet/lease vehicles, also record company details and contacts
  • Keep records for 5 years

Monitoring & Costs

  • Customer-signed repair order (digital copies accepted)
  • Vehicle and customer ID verification records
  • Details of repair carried out
    (All must be kept for 5 years.)
  • Approval lasts 60 months (5 years)
  • One unannounced inspection + one planned re-approval inspection
  • Sharing credentials = immediate revocation
  • Applications are expected to open before the end of 2025. You can submit an Expression of Interest now.
